How to choose an AI agency in the UAE
A UAE buyer's checklist for choosing an AI agency: Arabic quality, data law, sector rules, local models, evals and what a good first project looks like.
To choose an AI agency in the UAE, test six things in order: proof of shipped AI work, measured output quality (evals), Arabic and English performance on your own content, a clear answer on UAE personal data law, awareness of sector rules such as health data, and a written plan for who owns what. An agency that cannot show a score on your data is selling a demo.
- Ask for a measured result on a sample of your own data, in Arabic and English, before you commit to a build.
- The UAE has strong home-grown Arabic models, including TII's Falcon family, so a good vendor should be able to say when to use them and when not to.
- Personal data processing falls under Federal Decree-Law 45 of 2021, and health data has its own federal law with extra limits.
- Local presence is a preference, not a legal requirement. Clear contracts, named owners and overlap hours matter more.
- A good first project is one workflow with a pass bar, a named owner and a written decision at the end.
- Nactore is an AI-native product engineering team in Mumbai that builds AI automation and agents with evals, for UAE companies and others.
What makes an AI agency good in the UAE specifically?
Three local facts shape the answer. Your customers often mix Arabic and English in the same message. The UAE has its own data law and sector regulators. And the country has invested heavily in Arabic language models, so the vendor's model choice is a real decision, not a default.
A strong agency treats those as design inputs on day one. A weak one hands you a generic English chatbot with a translation layer.
What should you check, in order?
Use this list as a scorecard when you compare two or three vendors.
- Shipped AI work. Ask to see a live system and the person who built it. Slide decks are not evidence.
- Evals. Ask how they measure whether an answer is right, and request a score on a sample of your data. Our guide on AI evals before production explains what good looks like.
- Arabic quality. Have a native reader grade 30 to 50 outputs in Gulf Arabic and Modern Standard Arabic.
- Data handling. Ask where prompts and logs are stored and which model providers see your data.
- Sector rules. Ask what changes if you are in health, finance or government.
- Ownership. Confirm you own code, prompts, eval sets and accounts.
How should an AI vendor handle Arabic?
Arabic is not one language in practice. Customers write Modern Standard Arabic, Gulf dialect, sometimes Arabizi in Latin letters, and often switch to English mid-sentence. A vendor should test all of these on your real tickets, emails or chats.
Ask whether they have compared models. The Technology Innovation Institute in Abu Dhabi has released Arabic-focused open models, and its announcement of Falcon-H1 Arabic describes strong results on an Arabic leaderboard. A benchmark is not your use case, though. The honest answer from a vendor is to run candidates against your test set and pick on your results. See choosing an LLM for production.
What does UAE law say about data in AI projects?
An AI feature that reads customer messages is processing personal data, so Federal Decree-Law 45 of 2021 is relevant. Practical questions to put to a vendor include the following.
- Which providers see the data. If prompts leave the UAE, say so in the contract and with your counsel.
- What is logged. Logs of prompts and answers can contain personal data, so set retention periods.
- Sector rules. Health information is also governed by Federal Law No. 2 of 2019 on information and communications technology in health fields. Its Article 13 bars storing or processing health data related to health services provided in the UAE outside the country, except where the health authority issues a resolution allowing it. Confirm the current position with a UAE lawyer.
- Free zones. DIFC and ADGM run their own data regimes.
This is context for a discussion with counsel, not legal advice. For project-level detail read UAE PDPL and software projects.
How do you compare agencies side by side?
| Question | Strong answer | Weak answer |
|---|---|---|
| How do you measure quality? | Test set, metric, threshold agreed in writing | "Our model is very accurate" |
| Arabic support? | Native-reader grading across dialects | "We use translation" |
| Where does data go? | Named regions and providers, written in the contract | "It is secure" |
| Who owns the output? | You, including prompts and evals | Vague or licensed back |
| What happens at the end? | Written ship, extend or stop decision | Open-ended retainer |
Does the agency need to be based in the UAE?
No law requires it for private-sector work. What you need is a reachable team, a defined overlap, and contracts you can enforce. A Mumbai-based team overlaps with the UAE day for about eight and a half hours, since India is 90 minutes ahead of UAE time. If your project involves workshops with executives, plan visits as part of the scope.
Be careful of any vendor that claims a local office it cannot show you. Nactore has no office in the UAE and says so.
What should a first AI project look like?
One workflow, real data, a pass bar, a named owner on your side and a dated decision. Good UAE candidates are bilingual customer support triage, document extraction from Arabic and English forms, and lead qualification on WhatsApp. Use our guides on scoping an AI pilot and which workflows to automate first.
Bring 50 real, anonymized messages in Arabic and English to every vendor meeting. Ask them to run the same task live and show you the failures too.
Frequently asked questions
Is an AI agency different from a software company?
Often the work overlaps. What matters is whether the team can ship production software, measure AI output quality and operate it, not the label on the website.
Should we use a UAE-built model?
Possibly, for Arabic-heavy tasks. Compare it against other models on your own test set, and consider hosting, licensing and cost before deciding.
Do we need to keep data inside the UAE?
It depends on your sector, your contracts and your counsel's reading of the law. Decide before the build, because moving later is expensive.
Can we start small?
Yes. One bounded workflow with a measurable bar is the best way to test any vendor.
Pick the team that shows its scores
The right AI agency in the UAE shows measured results on your data, explains the local rules plainly and hands you a written decision at the end. Nactore builds, ships, ranks and grows as one partner, measured on your outcomes.
