MVP development in India for startups: scope, compliance and what to build first
How to scope and build an MVP in India: define the one job, pick a stack, handle UPI, RBI and Aadhaar limits, set up DPDP basics, and avoid the common traps. For founders in India or abroad.
To build an MVP in India, define the single job your product does for one type of user, scope only the screens and integrations that job needs, choose boring proven technology, and handle regulated parts such as payments and identity through licensed providers. Keep compliance basics in the first build, because retrofitting them is slower and riskier.
- An MVP tests one claim about one user, so cut every feature that does not serve that claim.
- Use licensed payment aggregators, not your own account, to collect money, and do not hold customer funds without the right license.
- Aadhaar authentication is allowed only through authorized entities, so do not design a flow that depends on it casually.
- Add consent, a privacy notice and basic security from the first build, since the DPDP Rules notified in November 2025 give an 18-month phased compliance timeline.
- DPIIT recognition under Startup India can open scheme benefits, but eligibility rules apply.
- Nactore is an AI-native technology and growth company in Mumbai that ships MVPs and products, with scope set for each founder and market.
What is an MVP, and what is it not?
A minimum viable product is the smallest working version of a product that lets you test whether a real user will use it, or pay for it. It is not a bad version of the final product, and it is not a demo. It is an experiment that real people can use.
The test of an MVP is a decision. After release you should know whether to continue, change direction or stop. If you cannot name what result would make you stop, the scope is not ready.
How do you scope an MVP to one job?
Use a short sequence before any design starts.
- Name the user. One type of person, in one context. "Small clinics in Pune" beats "healthcare".
- Name the job. The one outcome they want, in a sentence.
- Draw the shortest path. The fewest steps from first visit to the outcome.
- List what the path needs. Screens, data, integrations and one admin view.
- Cut the rest. Anything not on the path goes to a "later" list.
- Define the signal. The number of users or payments by a date that tells you to continue.
A useful rule is to hand-run anything you can. A founder replying to messages manually for the first fifty users learns more than a month of building automation. If a step is rare or complex, do it by hand and build it only after demand appears.
What should you build with technology-wise?
Pick boring, widely understood tools so you can hire and hand over easily. The table shows typical choices and trade-offs.
| Need | Typical choice | Trade-off |
|---|---|---|
| Web app | A mainstream framework and managed database | Fast to build, easy to hire for |
| Mobile | Cross-platform framework, or a mobile-friendly web app first | One codebase, but some native features take extra work |
| Payments | Licensed payment aggregator | Provider fees, but no license burden for you |
| Auth | Email, phone OTP or a managed identity service | OTP costs money per message |
| AI features | Hosted model APIs with evals | Usage cost, data-sharing terms to review |
| Hosting | Managed cloud with an Indian or nearby region | Latency and data-location choices |
Resist building custom infrastructure at MVP stage. You can move later. Learn first.
What do Indian rules mean for an MVP?
Four areas catch founders out.
- Payments. Under Reserve Bank of India rules, entities that collect and settle money for others need authorisation from the RBI to operate as a payment aggregator if they are non-bank entities, under the RBI's Payment Aggregators Directions, 2025. Use a provider that already holds it, and use its marketplace or split-payment products.
- UPI. Accept UPI through your payment provider. Do not try to build a UPI service yourself.
- Identity. Under section 4(4) of the Aadhaar Act, an entity may perform Aadhaar authentication only if UIDAI is satisfied it meets the privacy and security standards and is permitted by another law of Parliament or for a purpose the government prescribes. Plan for alternatives such as phone OTP, PAN checks through a licensed provider or DigiLocker where it fits.
- Personal data. The DPDP Act and its Rules, which the government says have an 18-month phased compliance timeline, require notice, consent, security safeguards and breach reporting. Build consent capture and a deletion path now, since adding them later touches every table.
If your MVP is in lending, insurance, health or securities, sector regulators apply further rules. Speak to a lawyer who knows your sector before launch.
How can startups use Startup India benefits?
The Department for Promotion of Industry and Internal Trade (DPIIT) recognizes eligible startups through the Startup India program. Recognition can give access to schemes and some tax benefits. Eligibility depends on factors such as age of the entity (up to 10 years from incorporation, or 20 for deep tech), turnover and whether you are working on innovation, as the Startup India recognition page sets out. Rules and benefits change, so ask your accountant.
How should you work with an MVP development team?
An MVP team should behave like a product partner and not a ticket taker. Look for these habits.
- Questions about the user, not only about features.
- A weekly build you can click through, not a status deck.
- Honest cuts. They tell you when a feature is not worth the time.
- Instrumentation. Analytics events are set up so the signal in your plan can be measured.
- Clean handover. You own the code, the cloud accounts and the data.
For founders who are outside India, see why global companies build with India teams for the legal and time-zone setup. For founders who are not technical, technical setup for non-technical founders covers what to put in place before the first commit.
Before you spend on build, put a landing page and a waitlist or a pre-order in front of 20 target users. If nobody reacts to a clear promise, a prettier MVP will not change that.
What are the common MVP mistakes?
- Too many user types. One audience first, others later.
- Building admin tooling too early. A spreadsheet and a script often do the job.
- Ignoring distribution. A finished product without a way to reach users is not a test.
- Skipping security basics. Leaked data in week two ends a startup faster than a missing feature.
- No stop rule. Without one, an MVP drifts into a permanent half-product.
Frequently asked questions
How long does an MVP take to build?
It depends on scope, integrations and how quickly you answer questions. A tightly scoped MVP is measured in weeks, not quarters. Ask your team for a plan with dates tied to your decisions.
Should I build for Android first in India?
Check where your users are. Many consumer audiences in India are on Android, but a B2B tool may be used on desktop. Decide using your own audience data.
Do I need to incorporate before building?
You can build before incorporating, but you need a legal entity to sign contracts, assign IP and take payments. Assign IP to the company once it exists.
Can a foreign founder build an MVP with an Indian team?
Yes. Use a written IP assignment, a contract with clear milestones and payment from your own account. See paying an Indian software vendor from abroad.
Build the smallest thing that can teach you
An MVP is a question put to the market. Scope it tightly, build it with proven tools, keep compliance in from the start and set a rule for when to stop or continue.
